Blackboard acknowleged the issue (BB Article # : 000022603) and expected to be fixed in Service Pack 13.

Students kicked out of assessment when the submit button is pressed. |
Cause: The java session has been terminated due to inactivity, so the submission is unsuccessful. Always this issue occurs with randomized tests or where certain questions are randomized
Workaround:
- Users java needs to be updated. Turn off the "force completion", so that the users can re-enter the exam from the last point he/she saved, allowing them to submit the exam with minimal data loss.
- Give the exam one question at a time. This ensures the user's java session is continuously updated.
- Avoid using randomized tests.
Note: ITS is working with Blackboard support to resolve this issue
