What role do I have in the CTAT?

GSU students, faculty, and staff can help ensure campus safety by reporting any potentially threatening behaviors by using a Red Flag Report.

What is a Red Flag Report?

A Red Flag Report is completed by an individual (student, faculty, or staff member) who observes behaviors that may be potentially disruptive to the safety and well-being of the GSU community. The report is completed online and submitted to CTAT.

How do I make a Red Flag Report?

To file a Red Flag Report, go to www.govst.edu/ctat , and click the Red Flag report button. Required fields include basic information about the person you are reporting, a description of the incident or behaviors that prompted the report, and your name and contact information. CTAT may need to contact you for additional information. You will be unable to complete a report without providing your contact information.

What happens after I file a report? Is the report confidential?

Persons who file report(s) will receive email confirmation that their report was received and CTAT process initiated. CTAT will review the Red Flag report. CTAT's assessment will determine appropriate actions including referrals to other campus resources if appropriate. Red Flag reports and CTAT files are confidential. They fall under FERPA regulations and are kept in accordance with the the Illinois State Records Retention Act. All documentation is considered restricted information and will not be disclosed without written consent. Confidentially is protected, with the understanding that the university is obliged to protect the safety of the campus community.

How is a threat determined?

CTAT reviews all Red Flag reports to determine an appropriate action. CTAT has been trained specifically on behavioral assessment procedures. Team members us the College University Behavioral Intervention Team (CUBIT) Threat Assessment Rubric to evaluate each red flag report. Not all red flag reports will be deemed an imminent threat. It is however, vital to submit a report so the team may determine if a potential threat exists.

 What should I do if I see threatening or dangerous behavior?

Reports of suspicious or potentially aggressive behaviors or concerns involving students, faculty, or staff should be directed to CTAT in a red flag report. All immediate safety concerns should always be reported directly to Department of Public Safety. In an emergency, call 911.

 

What do I do if I know a student, faculty, or staff member poses a threat?

If you know a student, faculty, or staff poses a threat to himself or the community, and you feel there is an immediate threat, call 911.

Should I report stalking and/or relational or sexual violence?

Imminent threats of any nature should be reported directly to the Department of Public Safety, who will respond according and make a Red Flag report if appropriate.

Can people identified as potentially dangerous be removed from campus?

GSU has specific protocols in place to evaluate reported threats or acts of violence. These protocols may result in the removal of a person from campus through established due process.

Will the campus police be involved if I make a Red Flag Report?

The campus police and other employee and student based support services may be involved if CTAT determines the need.
