Controllership

The Controllership department provides the following areas of services to the university communities:

Accounting and Financial Reporting

This office provides operational support to the University Communities for general accounting systems. This includes tracking revenue, expenditures, balance and analyzes accounts.

Audit, Compliance and Internal Control

This office provides general guidelines to campus units on proper compliance of rules, policies and regulations that provides adequate controls for the management of the University s business and assets.

Internal control procedures, such as safeguarding University assets and assuring the accuracy and reliability of accounting data, are an integral part of financial and business processes at the University.

External audits are conducted by certified public accounting firms hired by the State Auditor General to serve as special assistant auditors, according to the Illinois State Auditing Act, 30 ILCS 5/1 (1998). This office is responsible for coordinating the external audit activities conducted on the campus.

Grants and Sponsored Projects

Grants FAQ 

This office supports University faculty on the post-award financial administration and compliance of the grants and sponsored projects. This office helps to prepare required financial reporting to the awarding agencies.

The Office of Sponsored Programs and Research (OSPR) is the main office that manages the university grants and sponsored projects. Please contact Dean's office of College of Health and Human Services for further information.

Business Travel

This office audits travel related reimbursement requirements. Employees are encouraged to make travel arrangements through the Office of Procurement and Auxiliary Services.

Treasury Operations

This office manages most parts of treasury services, such as cash management, tax compliance and analysis, banking relationships and services, investment reporting, and debt financing.

Cash Management responsibilities include management of appropriation funding requisitions, daily cash flows and bank balances, process electronic funds transfers, fraud control programs, and other cash related controls.

Tax Compliance and Analysis is to ensure that the University is in compliance with all tax and related laws. This office provides consultation and assistance to all tax related issues.

This office administers the construction funds, debt service payments, compliance, and continuing disclosure after the bonds are issued.

An external investment firm manages all the Foundation's investments. This office handles the investment relationships with the management firm and ensures that the investment are within established policy guidelines and compliant with the Illinois Public Funds Act.

According to Illinois Public Funds Act 93-0499, Sec. 10, this office posts monthly investment reports by the 15th of the month.

Accounting Support on Property Control

This office provides accounting support to the Procurement Office on the university property control system. This is to ensure the correct data is inputted and maintained in the University fixed assets system.
